Rule of issuing electronic signature certificate for non-residents and the Regulations of the “www.azexport.az” internet portal was approved

  • President Ilham Aliyev issued a Decree on the Approval of “”Rules for issuing electronic signature for non-residents through diplomatic missions and consulates of the Republic of Azerbaijan” and “the Regulations of www.azexport.az” internet portal”.

    According to the Decree, the Center for Analysis of Economic Reforms and Communication was assigned as the operator of the “www.azexport.az” internet portal (hereinafter – Portal).

    The Cabinet of Ministers was tasked to prepare and submit within 3 month the President of the Republic of Azerbaijan draft normative-legal acts regarding the exchange of information among the Ministry of Internal Affairs, Ministry of Transportation, Communication and High Technologies, Ministry of Taxes, Ministry of Foreign Affairs, State Customs Committee, State Security Service, State Intelligence Service and Center for Analysis of Economic Reforms and Communication through the interagency automated data-search system “Entry-exit and registration” and inform the President upon the approval of technical requirements for integration of information systems into the Portal within three months and resolve other issued associated with the Decree.

    Furthermore, the Center for Analysis of Economic Reforms and Communication was tasked to take all necessary measures associated with organization, maintenance and efficient use of the Portal, submit the President of the Republic of Azerbaijan its proposals as to the financing the costs necessary for operation of the Portal and take necessary measures together with the State Special Protection Service to ensure security of the Portal.

    The free sales certificate specified in the Regulations is issued only for the products produced in Azerbaijan at the request of exporters and it is volunteer certificate for exporters who wish obtain the sales certificate. The sales certificate is a document certifying the exported product is freely traded in Azerbaijan and complies with necessary standards in force. The free sale certificate is issued by the Center for Analysis of Economic Reforms and Communication in both Azerbaijani and English languages.

    Ministry of Internal Affairs, Ministry of Transportation, Communication and High Technologies, Ministry of Taxes, Ministry of Foreign Affairs, State Customs Committee, State Security Service, State Intelligence Service, upon the agreement of the Center for Analysis of Economic Reforms and Communication shall ensure within four month the integration of the Portal with interagency automated data-search system “Entry-exit and registration” and inform the President accordingly.

    Besides, the institutions which participate in the information exchange process of Portal through own information systems shall ensure the integration with these systems and inform the President respectively.
