In accordance with decree, the activity of Food safety Agency is intended to begin from January 1st, 2018. Ramil Huseyn, head of Strategic Planning and Development Department of the Center for Analysis of Economic Reforms and Communication of the Republic of Azerbaijan, notes that, modern challenges and new initiatives are taken into consideration in the establishment of this agency. At the same time, formation of food safety system, based on analytical approaches of the risks and covering all the stages of value chain, is getting targeted. Beginning the activity of the agency will ensure the efficiency and optimism of the management of this field, will remove frequency and disorder. Application of centralized management on food safety will cause saving the resources, protection of consumers rights, simplification of the documentation in export and import processes, providing food products, exporting to foreign countries with food safety certificates, providing the safety of imported products, reducing inspections in entrepreneur subjects and creation of transparency and strengthening the control on import of genetically modified products into the country.
So, implementation of the measure on prevention of parallelism in the activities of different structures and establishment of effective regulation system in the field of control of Strategic Road Maps to the food safety on production and processing of agriculture products in Azerbaijan will be ensured.
Generally, establishment of the food safety system, based on participation of all stakeholders and risk-based approach, will serve providing whole Azerbaijan resident with qualitative food products.
It should be noted that, the Structure of “Food Safety Agency of the Republic of Azerbaijan” has also been approved by the decree of the President. The number limit of the Administration of Agency was determined 75 staff unit.
At the same time, according to the decree of the President, there will be created Azerbaijan Food Safety Institution with public legal entity status under Food Safety Agency of the Republic of Azerbaijan. This institution will provide carrying out scientific-practical studies in the field of safety of food products, realization of risk evaluation, based on scientific principles, working out the drafts of normative legal acts in the field of food safety and other relevant activities.
Beginning the activity of Food Safety Agency of the Republic of Azerbaijan will also contribute country’s advancing in international ratings in future. The activity of the Agency will directly and indirectly to the improvement of Azerbaijan’s position on “Institutions”, “Health and primary education”, “Efficiency of goods market” sub-indicators in Global Competitiveness Index.
